2. Integrated approach

Find solutions that are the BEST for the ENVIRONMENT as a WHOLE.

The goal is to achieve a high level of protection of the environment as a whole. The applications and the permits issued must therefore use a holistic procedure – must take into consideration that the final result must be the best solution for the environment as a whole. In this way it is avoided that pollution is transferred from one media to another or that valuable resources (e.g. water, energy ) are spent for the wrong purpose.

Thus all media and the use of resources must be dealt with when applying for a permit:

- Air emissions
- waste
- waste water
- protection of ground water and ground
- noise, vibrations
- use of resources - water, raw materials, energy.

The application must also include descriptions of:

- all operational conditions,
Normal operation and accidents, momentary stops and definitive cessation of operations must be taken into consideration also (cf. the definition of "technique")
- self monitoring,
The directive demands that the companies monitor the emissions. Part of the application are suggestions for self-monitoring that ensure a continuously good knowledge of the environmental load and the resources used,
- preventive measures (technology proposed to prevent or reduce emissions and waste,
- prevention of accidents
- proposal for an action plan to reach BAT level if necessary.
