3. Public access

The Environmental Protection Law states, that the integrated permit may be issued by the competent authority after the administrative body will assure the opportunity for the community to participate in proceedings whose purpose is to issue or to change a decision. The administrative body competent to issue an integrated permit shall do the following upon commencing the proceedings:

- inform the public about placing in a publicly available data register a request to issue a decision and about the opportunity to file remarks and requests within 21 days of the date of the public announcement, indicating at the same time the location to which they should be filed,
- may perform an administrative hearing, open to the public,
- review submitted remarks and requests.

Both the application and the permit are available for the public. At a justified request from the enterprise the administrative body may exclude from public availability information which possesses commercial value and if it concerns technical data in particular if the disclosure of such information might deteriorate the enterprises position with respect to its competitors.
